was dealing drugs while on the job. mike hellgren investigates a trail of evidence that stretched more than 5,000 miles. >> reporter: and vic, the feds say officer daniel redd made deals worth $tens of thousands of dollars. and he never believed he'd get caught. >> reporter: federal authorities say cure couriers would make the 11-hour fight from mccraw and ghana africa, to dulles international. runners would then take the drugs and that's where officer daniel redd came in. his supplier, tamim mama h. >> the couriers made $15,000 a trip. so they made a lot of money off of it. >> according to wires, you could hear the officer's radio under some of them. in one detail, he tells mamah,

yeah, that's all it's going to be $200 for me and the rest for you. he replies, we always see little peanuts until we hit the big bricks. >> reporter: officers say he was going to get a shipment of heroin. almost $40,000 worth, and offered protection to a dealer. he said, i mean, the officers shouldn't give a blank because i'm on yalcy all's side. that's a lot of cash. >> we can't give corner to corruption. we can't. and we won't. and we will exhaust every means and every resource. to eliminating it faour ranks. >> police, king kong ain't got nothing on me. >> reporter: on facebook, officer redd says his favorite movie is training day, where denzel plays a crooked officer,

who thinks he's above the law. but redd now faces life in prison. >> reporter: and federal authorities arrested four other people and charged them in connection with this case. they are all from the baltimore area. reporting live at city police headquarters, mike hellgren, wjz eyewitness news. >> mike, thank you. city police contacted the fbi when they first got tipped to the corruption. officer red will be in court friday morning. a federal judge gives the go ahead to an unarmed man shot. the city could be forced to pay for the millions. wjz is live at federal court. derek valcourt has more on the suit and the city's effort to stop it. derek? >> reporter: well, that civil lawsuit cleared its first hurdle here in federal court, when a judge rejected an attempt by the city to throw the case out. >> reporter: officer tshamba already convicted on manslaughter, for the 2010

killing of 24-year-old tyrone brown. tshamba was leaving a mount vernon nightclub when he shot the unarmed marine 12 times with his weapon. a lawsuit filed by the victim's family moves full speed ahead in a federal court. this ruling from a federal judge allows the police department, the police commissioner, each the mayor, to be sued under federal law for failing to stop an officer, who attorneys say had a history of misconduct. >> there were several things that should have raised the red flag to baltimore city police department. >> reporter: at issue, says attorney dwight petit, a 1998 incident, in which tshamba shot a man in the back, who he believed had opened fire. tshamba's 2001 arrest, all because she didn't sign a traffic ticket correctly. then a 2005 incident, in which tshamba was found to be knoxicated when he shot a man in the foot. >> reporter: byron warmkin says

federal court could allow for higher financial damages as they try to prove the city is liable for actions. >> the reason our loved one is dead is in part the blame of police supervisors. police commissioner. the mayor. whose job it was to stay on the alert. to make sure that people like this aren't out there, just one trigger pull away from you and me dying. they say tshamba faces a possibility of up to 30 years in prison. derek valcourt, wjz eyewitness news. >> legal experts say the civil lawsuit against tshamba and the city could take two to three years to wind its way through the federal court system. a city police officer is out of the hospital tonight after being grazed by a bullet. the 24-year-old officer was interviewing witnesses after being called to a domestic disturbance here in southwest

baltimore. he heard several pops and a bullet hit his hip. police still are looking for suspects. no relief from this extreme heat. despite temperatures in the low 90s, work must go on at this construction site downtown. workers do whatever they can to stay cool. this man, directing traffic on university parkway, it's especially tough. he's standing still on a road that is absorbing all of that heat. and a pool may be the best place to stay cool. that child is doing laps in the pool at druid hill park. bob is in the weather center, updating these comfortable -- uncomfortable conditions. stay in the air conditioning as much as you can. let's take a look at temperatures. it's dropped 1 degree. we're down to 91. 82 in oakland. 95 in cumberland. but the dew points actually come up now to 74 degrees. we combine 91 to 74. feels like 101 here in the

city. over in easton, 108. and 105 in washington. 105, 108. that could be very common tomorrow. maybe even getting to 110. and that's why we have an excessive heat warning in effect thursday and friday, for the entire region. so where is this heat coming from? bernadette joins me now with the explanation. bernadette? >> we have been hearing about all of the record-breaking heat over the middle of the country. and this is why. there's a large area of heat. and this is so far up to the north that it is keeping any of the cool air away. and allowing all of this heat to just expand and sit there and grow upon itself. the reason we haven't had all of that heat played yet is because of the cold front that went through yesterday. but now that it's gone. all of that air is moving in our direction. and we could be breaking records as we head toward the weekend. back to you. >> all right. thanks, bern and bob. wjz thirteen is always on. check in at wjz.com for first

warning weather coverage any time. we have breaking news for you right now. a serious accident in baltimore county. captain mike perry is live now with more. mike? >> hello, vic. we're in kingsville. this is baltimore county. bel air road and jerusalem road. three vehicles involved in a head-on collision. as you can see, one of them is clearly overturned. this initially was with rescue. apparently everyone was out of this vehicle. but there is significant injuries here. bel air road is closed in both directions for about a block, either side of jurisdiction road in the area. there is a power pole down, as well as significant cleanup here. no word on the serious injuries. use route 40 as an alternate. just avoid this area as the next hour or so. >> thank you very much. captain mike perry. new developments tonight in the case of the marine reservist whose unit is based in baltimore and is accused of shooting prominent military

buildings. mary is in the newsroom with the latest on the case. the lawyer for 22-year-old yon than melacue says his client has no problems with the marine corps. he is charged with targeting the pentagon and marine corps museum at quantico, virginia. at a court hearing today, his attorney told him that mellaku was happy in his sex. >> they speculated that the suspect had a grievance against the corps. cutting the cost of living in the city. property taxes take center stage in the mayor's race in the primary election just two months away. wjz is live. political reporter pat warren with mayor rawlings-blake's proposal. >> there's been a long-standing thing that they give a property tax break to homeowners.

in election year, where there's a will, there's a way. >> reporter: what does it mean to families like the tillmans to live in baltimore city? >> everything that i need and my family needs is all right here. that we can get to right quickly. >> location, location, location. from the convenience of the business district to the heart of family history. neighborhoods and communities like little italy. greektown and mount vernon. and the 800 block where the tillmans liver. >> i'm close to 70. i'm close to 95. close to the airport. >> close to every way out of the city, which is the road thousands have taken, given baltimore has the highest property tax in the state. >> reporter: this is about providing real relief to city homeowners. >> reporter: mayor rawlings- blake proposes a property tax reduction of 20 cents by 2020. limited to owner occupied homes in the form of tax credit. candidate jody landers thinks the plan is faulty. >> it's not enough. we really need to give tax relief across the board.

50% of all of the residential housing in baltimore city is rental housing. so virtually, 50% of all residential housing will be excluded from this -- any benefit from this proposal. >> reporter: candidate otis rolling's proposal is they will hit this. and jobs am create the tax revenue, he says, needed to reduce property taxes. mayor rawlings-blake says it's not a problem that can be solved in just a few years. >> this plan recognizes that reducing the property tax rate requires a long-term solution and careful planning and budgeting. >> reporter: mayoral candidate and state senator katherine pugh also has a plan to cut taxes. back to you. >> the rawlings-blake tax credit program would need approval from the maryland general assembly. the key to end the lockout in the national football league. today, they decided to go over

details of a possible resolution. sports director mark viviano joins you with more. >> there was hope they would hold today. but the associated press reports they have dispersed with no vote. still too much work to be done on the details yet. a cmpedz call vote is still possible late tonight. the players are gathered in washington, d.c., led by association head demaris smith. he was joined from each of the nfl's 32 teams. the goal, to go over the proposed plan of the collective are going agreement. and maybe settle on a deal to start training camp as early as next week. but these players are not concerned about the calendar or the clock. >> players are not in a rush to get -- we're not tied to a time line of july 21st. our time line is that which gives us the deal, the best deal for our players. whether that's today or tomorrow, or whatever it may be, we want to play football. we want to go back to work. but we're not going to agree to

any deal, unless it's the right deal for all of the players. >> reporter: again, the associated press reporting the players will not vote today. we'll hear from the ravens' ed reed, coming up later in sports. >> nfl owners are gathering in atlanta. they will meet for a possible vote tomorrow. a new plan could break the stalemate in congress over the debt ceiling. the bipartisan group of lawmakers is now trying to win support from both parties. danielle nottingham reports from wjz with the latest. president obama called top lawmakers to the white house, pushing them to close the deal on the debt limit. his administration says a new plan from the so-called gang of 6 is a balanced way to break the stalemate. >> is it an opportunity then to go ahead and think big. >> reporter: the group of bipartisan senators is proposing a package that cuts $4 trillion from the deficit. the plan also reduces federal programs like medicare and medicaid. it shrinks the tax code to three categories.

limits some tax deductions and could bring changes to social security payments. >> let's actually take this moment and see if we can rally around something that could actually move forward. >> if we can help in the debt ceiling debate by producing this product, fine. >> the game has drown support from both parties, but it's too complex for congress to pass before the august 2nd deadline. >> reporter: the white house spokesman indicated the president would sign off on a short-had term deal, but only if it buys a little time for lawmakers to wrap up work on a deal both sides can live with. but any compromise would be a tough sell to some republicans. >> and the only clear path to raise the debt ceiling that has passed either house of congress is the cut, cap, and balance act. >> lawmakers have less than two weeks to find common ground before the treasury department starts running out of money to pay the nation's bills. in washington, danielle nottingham, wjz eyewitness

we have more breaking news now. sky eye chopper 13 is over the scene. >> we're in towson, along the outer loop of the beltway, vic. this is 695 at charles street. looks like a four-vehicle collision. three passengers cars and a school bus. fortunately, there were no children on the school bus. however, there were some injuries to the people driving the passenger cars. one medic unit has just left the scene. but what you see here, the big problem is three lanes of the outer loop of 695 are

completely closed, as maryland state police are on the scene conducting the accident investigation. the outer loop is backed up well back towards perring parkway. so if you're coming out from the east towson area, towards the west side, expect major delays along the beltway. maryland state police will have this cleaned up rather quickly. however, it does look like right now, three lanes are blocked, one gets by. expect delays. back to you on tv hill. >> okay. thank you very much. captain mike perry, live at sky eye chopper 13. a guilty plea for the high- protime former ceo at a swim club. mary joins us live. >> 56-year-old ira fred rigger will serve time in prison, after pleading guilty to distributing child pornography. ira fred rigger will serve 18 months behind bars, after admitting he distributed child pornography. rigger, the former ceo will also serve five months probation, register as a sex offender and is forbidden to be

around children. the plea agreement also says rigger must have supervision around his 8-month-old grandson. >> this isn't somebody who was trading baseball cards this. is somebody who was trading images of a child who underwent abuse and exploitation and whose image and exploitation continues to be passed and traded throughout the internet. >> reporter: last month, rigger was arrested as both the fbi and baltimore county police investigators tracked his ip address online to explicit child pornography. investigators say they found illegal images on his cockeysville home laptop and at the pool. rigger is incarcerated. his attorney maintains rigger is not a pedophile. police say there was no evidence rigger had inappropriate contact with children at the pool. >> they want everybody to know and that the padonia park club, the pool, is still a very

beautiful, safe environment for family and children. >> reporter: after his arrest in june, rigger was banned from the property, which his family has owned for decades. his financial stake in the club is in the process of being removed. jessica? >> pairy, thank you -- mary, thank you. the fbi says it will not pursue its case against rigger, as long as he meets the terms of his plea agreement. real winner is the maryland food bank. during this weekend's orioles- clevelands series at camden yards, fans donated more than $20,000. there's mary collecting money and food. the wjz team also collected 4600 pounds of food as part of our continuing community compliment, we are a proud sponsor of the food drive. good to be out there. >> we had such a good time saturday night. >> we did. >> weather was perfect. >> not tonight. not so perfect. but it's going to get a lot hotter. if you think it was warm today, wait for the next couple of days. right now, we're down to 91

and this note from the baltimore school system tonight. city public schools are closing its code red summer programs tomorrow and friday, due to the anticipated extreme heat conditions. all right. we can understand that. bob says it's going to be pretty much a scorcher the next couple of days. bob? >> extremely uncomfortable. right now, indianapolis, it feels like 111 degrees. it's 98 degrees. dew point there is 77. that is moving directly through the ohio valley. it should be in our region tomorrow and friday, and into saturday. it's going to feel much hotter than the actual temperature. although the record high tomorrow is 104. we're going to get close to 100 degrees the next couple of days, maybe even a little hotter on friday. maybe 101. that is the record on friday. let's take a look around the region. relatively mild.

oakland, only 82. 95, the hot spot in cumberland. 92 in hagerstown. we're at 91. dew point, however, is up to 74. now, if the dew point stays below 70, it won't be so horrible. but i think it's going to be in the low to mid-70s, which will make it extremely difficult, tough to breathe. tough to do anything outside the next three days, until things begin to cool down. that won't happen, i don't think, until sunday night and monday. 90 in rock hall. 89 in kent island. anywhere by the water, the next couple of days, will certainly be cooler than anywhere away from the cooling effects of the water. now, for thursday and friday, they have issued and it would be into effect from noon until 8:00 p.m., both thursday and friday, that excessive heat warning. it was a watch. now it's become a warning, to let you know that those two days specifically will have heat indexes from 105 to maybe 110, 111, 112 degrees. and that is just plain brutal,

temperature-wise. right now, winds pretty light out of the south and southeast. not going to be a major factor, unfortunately. now, there is a cluster of storms. you can see, right up here, this is where the ring of fire is. north of that is showers, much cooler. in that part of the world, the winds will start coming back out of the west and southwest. a bit of a pop-up thunderstorm. don't think we'll see much of that. you may see a shower friday afternoon. hopefully. that would be the best thing that could happen to us. looks like it's just going to stay hot as this heat and humidity builds into the weekend. by late in the weekend, the front gets close, maybe a brief shower. and then turning a little cooler by late in the day sunday. notice, as a weak tropical depression that just developed into tropical storm. sydney, moving away. bret also very weak, moving away. no impact on the united states or even bermuda, luckily, that a.m. continue to weaken. but we do have cindy out there. south winds, 5 to 10 knots.

on the media hot seat. now, british lawmakers are hammering their own lawmakers over the phone hacking scandal. david cameron emphatically denies claims that he tried to stop an investigation. >> order! >> reporter: british lawmakers took aim at the prime minister over the debate in a phone hacking scandal. >> you live and you learn, and believe you me, i have learned. >> reporter: cameron is taking heat for hiring his former communications chief, andycologiston. colson -- andy colson. they hacked into the voice mails of politicians. >> reporter: with 20/20 hindsight and all that followed, i would not have offered him the job and i don't expect he would have taken it. >> it's not about whether he lied to him. it's about all of the information and warnings that

the prime minister ignored. >> now that he's been arrested, the prime minister is under even more pressure to distance himself from the scandal. >> reporter: so far, they are not lapping up the door of number 10. but the questions are being asked about the friends he meets. >> reporter: cameron met with news executives more than two dozen times. he denied claims his staff. and he laughed off to accusations that he cozied up to rebekah brooks. >> i've never held a slumber party and seen her in her pajamas. >> >> rupert murdoch's wife, wendy deng, is in the international spotlight, following her actions at yesterday's phone hacking hearing. she jumped to action when a man slammed a pie in murdoch's

face. murdoch says she is very feisty and protective of her family. she's murdoch's third wife. they have been married 10 years and they have two children. a man being held in prison. monique griego has more. >> reporter: we have been following allen gross's story for sometime. in march, he was sentenced to 50 years in prison for illegally importing communications equipment. and he was accused of being a spy. they say he needed this for a humanitarian mission in cuba. and the appeal is gross's final legal recourse in the communist nation. he's already been in prison for nearly two years. jess? >> monique, thank you. his attorney hopes his client will be freed on humanitarian grounds. birth control may soon be free for 2 million women. insurance requires the

government to provide contraceptives for women without health insurance. >> reporter: between $15 and $50. that's how much most women pay for birth control pills. now, that cost could be going away. >> i think it would be a tremendous relief to everybody concerned. >> reporter: the institute of medicine has recommended birth control be included as preventive care for women, requiring health insurance to cover it. many patients can't afford contraception. >> it's very frustrating when you feel that you can't give patients what they need so they understand up showing up with an unintended pregnancy. >> reporter: but the catholic church is coming out strong against the new recommendations. >> reporter: the archdiocese of baltimore released this statement to wjz, urging the government to strike down what it calls controversial elective practices. >> the statement made from cardinal denardo. it says in part, it would force all men, women and children to

just minutes ago, a new york grand jury issues charges for abducting and killing a brooklyn boy. levy clepsky was given a combination of drugs. detectives found parts of the boy in levi aaron's freezer. aaron's attorney says his client suffers from hallucinations and is under a suicide watch. a california neighborhood under water. take a look at this. a carjacking suspect crashed a vehicle into a high pressure hydrant tuesday. firefighters arrived quickly but could not turn the water off for two hours because of the valve's depth underground. the water, heavily damaged three homes. a north texas couple is glad to be back on solid ground

after spending hours suspended in the air. the blastoff ride launched without a hitch. but then the bungee cord tangled. the couple of was left hanging 83 feet above the ground. which was scary for will, who is afraid of heights. >> reality hit me. there was a couple that had walked in. as soon as we shot out. and they were sitting there, watching us go up and down. then i saw a gentlemen escort them out. at that point, i knew i was in trouble. >> reporter: dallas firefighters used a ladder. and a couple says theirs would be only after getting married. >> that's a wild ride in itself. a new study shows calorie counts at restaurants may be a little more than off. researchers looked at the calorie counts listed at 40 popular restaurants. they found in these have more than 100 calories posted on the menu. in general, researchers found

their pooches. >> up. up. . >> reporter: it's now common for fido to jump in the car and go for a cruise. >> how often do you drive with your dog? >> maybe a few times a month. >> reporter: melissa dennis is not alone. more people are bring their dog along for a ride. >> they don't realize the potential distractions that dogs cause. >> reporter: according to triple a's study, 56% of dog owners drive with their pets. but only 16% restrain them. >> reporter: out of the people that said they took their dog with them in the car on the streets, 65% admitted to being distracted. >> i do occasionally pet the dog if he seems nervous or uncomfortable. >> 52% say they are distracted by petting their dogs. followed by 23% who had to restrain when using the brake. >> all of these risky behaviors can result in a potential crash. >> if you're going to hit the road, triple a recommends you

mark is here with the wjz the fan sports report. >> maybe as early as next week. it's still possible. a lot of details still working on. and here we go again. earlier, we heard the players say, they're not going to be rushed to approve a deal. and they're holding firm to that. they will not vote today on the collective bargaining proposal. still too much work to be done on those details. now, we did catch up with ravens safety ed reed at his youth football camp. nfl players remained locked out of team facilities. they had been for more than four months. no free agent signings, no

trades. and with his campers around him, reed talked to us about getting a deal done. >> i'm ready to get back to work like a lot of my colleagues. i know that. but we want to make sure that the deal suits us perfectly. or should i say, right? it probably won't be perfect. but we want to make sure the deal fits us right. >> reporter: greet teammate ladarius web, among those on hand to greet the kids today. each of the 32 owners are headed there today. owners will hold their briefing on the collective bargaining agreement tomorrow. owners and gms will learn details on salary caps and free agent rules. a flurry of transactions is expected when league business is allowed to resume. well, it doesn't take a special meeting for fans to agree. this has been a disappointing season for the birds. but the o's did have a chance for a series.

hot days for afternoon baseball in baltimore. orioles hitters, they were not hot. andrew miller, pitching for boston, working the 6th inning, strikes out mark reynolds. o's hitters managed a grand total of just two hits and no runs. couple of outstanding plays by nick markakis, here with a running catch. o's pitcher jake arrieta appreciates the help. but there was no way to match what he hit. he alone hit the total with two himself. both of his hits were home runs off arrieta. the red sox rolled to a 4-0 win. so they take two of three from the o's in the series. >> it was a tough loss. it would have been nice to win the series against those guys here. but just want to be able to get it done today. >> yeah, of course. i want you to come out here and take the series. starts getting that pitch out of there. and stays in here longer than we needed him in there.
